Why This Order

Trust is built where the math is checkable.

Pathizer started at the end of the pipeline — delay analysis — because that is where evidence standards are highest and where a wrong number costs the most. The deterministic engine, the evidence ledger, and the human-in-the-loop review discipline were built to that standard first.

Everything moving up the pipeline inherits it: the same source-linking, the same review-before-baseline discipline, the same refusal to hallucinate quantities. Automation earns its way forward, stage by stage.
